There have been significant discussions between the IRS and some primary stakeholders (e.g., the National Association of Enrolled Agents, the American Institute of Certified Public Accountants, the House Ways and Means Subcommittee on Oversight, and many others) on the appropriate level of competency testing for the IRS Registered Tax Return Preparer classification.

The IRS has announced that the RTRP test will not be available until October 2011.

Some feel that it may be later than October 2011, since the actual breadth and depth of the tested topics have not been established as of mid-August 2011 (as announced at the IRS Tax Forums).
